Proposed Bylaw Changes
Article III Membership and Dues. Sec 2 Classification: (C) Associate Membership may be extended by this unit to other service and allied women veterans not eligible for WN membership. Such member shall not pay National or Unit dues, hold elective office, or vote on WN or Unit 32 issues. The associate member may attend WN and Regional biennial conventions only as a members guest. Change: Such members shall not pay National dues but are required to pay Unit dues. Delete "only as a members guest."
Article V Officers and Appointees. Section 1 Elected Officers: The Unit shall elect the following officers: President, First Vice-President, Second Vice-President, Recording Secretary and Treasurer. A plurality vote shall elect. Change: The Unit shall elect the following officers: President, Vice-President, Recording Secretary and Treasurer. A plurality vote shall elect. (Rationale: Remove title of Second Vice-President. It is hard for our unit to recruit two vice-presidents. This would move responsibilities of membership chairperson to the office of Vice-President.)
Article V Officers and Appointees. Section 4 Terms of Office: Unit officers shall be elected at the annual meeting for a one (1) year term. They shall not hold the same office for more than two (2) consecutive terms. Unit officer terms shall coincide with the fiscal year. Change: Unit officers shall be elected at the annual meeting for a two (2) year term. They shall not hold the same office for more than two (2) consecutive terms except that the office of Treasurer may be filled by the same person for an indefinite number of terms. (Rationale: To coincide with National Bylaws and incorporate the amendment that was voted at our 1998 annual meeting as to term of Treasurer.)
Article IX Executive Board. Section 1 Composition: The members of the Executive Board shall be the President, First Vice-President, Second Vice-President, Secretary, Treasurer and immediate Past President. Appointees and committee chairmen may attend Executive Board meetings. Change: The voting members of the Executive Board shall be the President, Vice-President, Secretary, Treasurer, immediate Past President, Historian, Editor, Chaplain, Sergeant-at-Arms and all standing committee chairperson when in attendance. Parliamentarian should attend meetings in an advisory capacity. Committee members and unit members may attend Executive Board meetings and join in discussion, but do not have a vote. Delete Second Vice-President, change Chairman to Chairperson. (Rationale: By adding additional members to the Executive Board there will be more members able to cast a vote and will more closely conform to the members serving on the Board of Directors on the National level.)
Article X Committees. Section 2 Special Committees: There shall be such special committees as are considered necessary by the Executive Board. Change: No change here except now they are a voting member of the Executive Board. (Special Committees at present: Volunteer Hours Stella Staley; Publicity Vacant; Labels Doris Graham; 50/50 Raffle Ruth Gaerig; Special Funds Shirley Croucher; Bylaws Jan Roy; Calling Committee Eleanor Robinson)
